GTA 5 released for PC and should work fine on your given specs, on Low to Mid graphic settings. You can expect 30 to 40 fps on gt540m not more than that.
P.S download the latest Nvidia GeForce drivers relesed, which is optimized to run GTA 5 properly.
To the answer who said that GTA V is not coming on PC, I suspect they may be wrong as if you look on Amazon's website, they have displayed it there. Not sure if it means anything, but idk why they would put it on their website if they didn't know if it would come out. It wasn't on their website after they announced the game, and now it is.
Also, I suspect that GTA V will run on the specifications that you have provided, but probably not on the highest settings as games are becoming more demanding. Regardless of this, you can always turn the graphics settings down and still get a decent experience.

Will, but not well
EDIT
This would be roughly the absolute minimum when it gets released on PC next year
gta 5 is not coming for pc
We don't have any information about a PC port of the game.
I would assume it would run on that hardware, but not well.
