Plain texts only need a voice phone signal and Cell Data can be off. Texts with attachments (to send or receive) require cell data be enabled (should be in a quick menu one or two swipes down from home screen) and you must have enough Mb left in your Tracfone balance and you must have service days.
Wifi doesn't help for this - texts and texts w/ attachments are sent/received via phone, not Wifi.

That's a smartphone so at Tracfone you need
- Service Days remaining
- Text balance for the text part of the message
