Taurus has a lot of quality control issues. so some of their firearms are pretty decent, others have nothing but trouble. If you send one in for repair, they take an average of 4 months to get the firearm back to you, due to the high volume of firearms returned for repair. I had several "new" Taurus revolvers come in to the shop with the cylinders misdrilled, and have had a lot of trouble with their pistols breaking extractors.If it was me, I'd spend a little more for a better pistol from another quality manufacturer, but that is a decision you must make for yourself.
The basic PT series is the first semiauto handgun Taurus really designed for itself, before then it's design was heavily based on the Beretta 92F...but I guess the 2nd generation PT series was just the first generation PT beretta coipes except the barrel was shortened and a few other minor changes were made.
The PT was an okay design, nothing great. I know in 45acp they were famous for being very ammo finnicky.
Taurus then improved the design, made it smaller, and used some polymer and called it the PT Millemium Pro.
The third big innovation was the Taurus 24/7
So, it is an okay gun, but it is far from great.
Another hinderance, the 38 super should be able to have the same capacity as the 9mm PT911 (15 rounds) but only 10 round mags are available.
However, my real question is why 38 super?
The 38 super is not a popular round here in the USA (maybe it shoudl be, it is really a 9mm on steriods) so you are going to have limited ammo availablilty. Where the 38 super is common is places where 'military calibers' are outlawed so people can't have 45acp or 9mm handguns. Unless you are so restricted, I'd knock off $100 on how much I'd pay for at PT-38 vs say the PT45 or PT908

Fit and finish may not be as good as some others but Taurus' are normally very reliable
Would not be on my top ten list. You could get a much better gun for the same amount of money. And feeding a 9mm would be much cheaper as well.
